Direct Permanent Residency via Investment

For advisory firms working with entrepreneurial and HNW clients who have a genuine business interest in Paraguay.

Why some clients can't use the standard route

Standard residency in Paraguay is efficient — but it requires two years of temporary residency before obtaining permanent status.

For a significant segment of HNW clients, that timeline doesn't work. They want a definitive outcome. A permanent carnet. Fiscal clarity from day one.

Investment Residency solves this. It's the only pathway that delivers direct permanent residency in Paraguay — without the temporary phase — for clients prepared to commit capital and create employment locally.

Detail

What Investment Residency delivers

For clients pursuing direct permanent residency via business investment (minimum USD 70,000), the execution sequence has four key differences:
  • Permanent (direct — no temporary phase)

  • 45–90 days from first Paraguay visit

  • Indefinite · renewal every 10 years

  • None after residency is granted

  • Territorial · foreign-source income exempt

  • None

  • None

  • Full establishment rights in Argentina, Brazil, Uruguay

What the investment requires

To qualify for the Investment Residency track, your client must commit to two things — within 24 months of approval:

USD 70,000 minimum investment — deployed into a legally incorporated entity in Paraguay. This can be a new company or an existing one where the client acquires a stake.

Five direct employees — professional or technical staff contracted by the Paraguayan entity.

The commitment is formalised through a business plan submitted to SUACE (Paraguay's Unified Business Registration System) and carries the legal weight of a sworn declaration.

The client does not need to have deployed the capital before obtaining residency — the commitment triggers the process. Non-compliance within the deadline can result in residency cancellation.

For your agency:

We pre-qualify each client's profile before any submission.

If the business plan is not credible or the investment not executable, we say so upfront — protecting your reputation and your client's time.

The margin structure follows the same model as Standard Residency: you access wholesale pricing directly from Paraguay Gestoria. No markup from PYExecution. Verify it with them directly.

The business plan and 24-month follow-up create ongoing engagement

Expansion opportunity

First-year compliance included. Years 2+ are a natural upsell

Is Investment Residency right for your client?

And if your client doesn't have an existing business project? That's not necessarily a barrier. For qualified investors who lack a ready structure, we can discuss access to existing investment vehicles and operational projects in Paraguay — allowing them to participate as stakeholders and meet the SUACE requirements through a credible, running business.

This is assessed case by case. Not every profile qualifies, and we say so upfront.

We qualify every case before it moves forward. If Investment Residency doesn't fit — or if the right vehicle needs to be identified — we'll tell you what's possible and what isn't.

This pathway is appropriate when your client:

  • Has a genuine business project they intend to operate in Paraguay (manufacturing, services, agriculture, real estate via a company structure)

  • Or is prepared to acquire a stake in an existing Paraguayan entity and commit employment generation

  • Has USD 70,000+ available for business capitalisation

  • Wants permanent residency within weeks, not years

  • Is comfortable with a 24-month execution window for the investment commitment
